Typhoon Sinlaku Update
Guam Remains in COR 1; Slow-Moving Sinlaku Extends Guam’s Peak Conditions; Emergency Shelter Update; Telecommunication Update
Guam remains in Condition of Readiness (COR) 1. The island continues to experience prolonged weather effects, including heavy rain bands and damaging wind gusts, which are expected to persist through the evening. Assessments will be made Thursday morning to determine if it’s possible to move to Condition of Readiness (COR) 4. To ensure public safety and allow emergency responders to conduct essential assessments, residents must remain indoors and off the roads until the “All Clear” is officially announced and the island transitions to COR 4.
Slow-Moving Sinlaku Extends Guam’s Peak Conditions
Damaging winds of 39 mph or more will continue well into the evening, after sunset. Such winds will continue to pose risk to public safety, infrastructure and power lines.
Remain indoors until COR 4 is declared.
Peak conditions with sustained winds of 40 to 50 mph and gusts of 50 to 60 mph, decreasing to 30 to 40 mph with gusts to 50 late this evening.
Coastal inundation, particularly around times of high tide, of 2-3 ft. will allow breaking waves to push water higher into shore, high up the beaches, and result in increased shoreline erosion.
Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until the end of the week.

Docomo Update as of 2:44PM, April 15
Docomo reports that their network is operational across Guam and the CNMI, though some customers may have intermittent connectivity or slower speeds due to widespread commercial power outages. Telecommunications infrastructure is heavily dependent on power, and while backup systems are in place, extended outages and shifting traffic can affect performance. Docomo teams are working around the clock, actively assessing and restoring affected sites, addressing both power and physical issues. Key Network Updates:
All critical facilities are operational on generator power.
Approximately 60% of wireless sites are operational, with restoration ongoing.
Field Operations teams are deployed.
Many customers on Docomo’s fixed network have service if power is restored to their homes or if they have backup power.

Guam in COR1; Governor Extends Tax Filing Deadlines;
Store Closures; Illegal Dumping Update;
Emergency Shelter Update; Healthcare Update
Governor Lou Leon Guerrero and Rear Adm. Brett Mietus have placed Guam, and the respective military bases, in Condition of Readiness (COR) 1, and Tropical Cyclone Condition of Readiness (TCCOR) 1 at 4 p.m. this afternoon, April 13, 2026. At COR1, destructive winds are possible within the next 12 hours.
DO NOT LEAVE YOUR HOMES UNTIL COR 4 IS ANNOUNCED.
At TCCOR 1, military installations transition to mission-essential personnel. Only mission-essential personnel should access military facilities until a public notification is made that bases are all clear, which will occur after winds subside below 50 knots (57 mph) and the bases are considered safe after being surveyed for damage. As required based on observed conditions, installation access points will close. Hospital access points remain open for emergency services only, including ambulance traffic and individuals seeking emergency medical care. Personnel are advised to remain sheltered in place and follow all official guidance until conditions improve.
JTF-M, as the Department of War’s supported command for Defense Support of Civil Authorities (DSCA) in the region, is actively coordinating with federal, territorial, and local partners to ensure a rapid and effective response if requested.
Hazardous Weather Through Wednesday Afternoon
At 3 p.m. the National Weather Service provided a forecast update to the Government of Guam. According to NWS, Guam can expect:
● Hazardous weather conditions, including tropical storm force winds of 39 mph or more, are expected sunset Monday through Wednesday night
● Damaging, tropical storm force winds, sustained at 40 to 50 mph, with gusts up to 65 mph, and heavy rain are expected from early Tuesday morning to Tuesday night.
● Peak conditions Tuesday, with a closest point of approach to Guam late Tuesday afternoon.
Stay out of the water; conditions are life threatening. Dangerous sea conditions are expected to last until Thursday.
Governor Extends Tax Filing Deadlines; Waives Penalties & Interest
Governor Lourdes A. Leon Guerrero, with the concurrence of Lieutenant Governor Joshua F. Tenorio, has issued Executive Order No. 2026-02 providing temporary tax filing and payment relief for individuals and businesses in anticipation of the impacts of Super Typhoon Sinlaku. The deadline to file Guam territorial income tax returns—originally set for April 15, 2026—is extended by 30 days to May 15, 2026. The deadline to pay any income taxes due is also extended to May 15, 2026. During this 30-day extension period, penalties and interest for late filing and payment of income taxes will be temporarily suspended.

The Joint Information Center thanks local businesses for heeding the Governor’s declaration of COR 1, by allowing their employees and customers to be at home before dangerous weather conditions begin. Confirmed closures include 7 Day Supermarket, Agana Shopping Center, American Grocery, Cost.U.Less, Guam Premier Outlets, Happy Mart, Home Depot, Kmart, Micronesia Mall , Pay-Less Supermarkets, and Village of Donki.
As of COR 1, all local pharmacies have closed.
Illegal Dumping:
The Guam Environmental Protection Agency reminds residents that illegal dumping during storms, including abandoning construction debris or household waste, significantly increases flood risks by clogging storm drains and causing hazardous materials to contaminate waterways. These illegal activities, often intensified during cleanup efforts, block drainage systems, cause severe property damage, and can lead to severe fines and criminal penalties.
Report suspicious dumping activities, to include date, time, location, type of waste, vehicle description and license plates, to Guam Environmental Protection Agency at report@epa.guam.gov. Illegal dumping can result in fines of $1,000 or more. Residents can also call (671) 588-4751 when COR4 is declared.
Residents are asked to dispose of their trash properly. Utilize official, designated sites for hazardous and household waste instead of abandoning it in public areas.
Emergency Shelter Update:
Machananao Elementary School can no longer accept additional people. All new evacuees will be redirected to the northern emergency shelters at Astumbo Elementary School and Maria A. Ulloa Elementary School.
